If so, you can download an extension called "Return YouTube Dislike" in the extension store. (It's free.) It will return the downvote count to videos.
You sometimes might have to hit the vote button before you can see the results. I took a look at the "Official White House" channel, and you can see why the downvotes were hidden in the first place - it's to hide the fact that Biden & Co. videos get 3-4X or more downvotes than upvotes! 🤣
