In large saucepan, melt butter on medium heat. Stir in flour. Add Add broth and milk all at once. Add salt and pepper to taste. Cook while stirring til thick and bubbly. Stir in chicken and thawed vegetables. Pour into a 3 quart baking dish. In a bowl, combine mashed potatoes, cheese, salt & pepper to taste. Put scoops of mashed potatoes on top. Bake 40 - 45 minutes or til heated all the way through. Let stand for 5 minutes before serving.
