Stir frequently until tender. Stir together flour, sugar, baking powder, and salt in mixing bowl, then cut in the remaining 3 tbs. of butter until mixture is coarse. Add whipping cream and apples and mix by hand until dough forms a ball. Put dough on floured surface and knead 5 or 6 times. Flatten dough to an 8" circle, sprinkle with the sugar & cinnamon mixture, and cut into 12 wedges. Transfer wedges to cookie sheet and bake at 400 degrees for 20-25 minutes until golden. Serve warm with Devonshire cream, whipped cream, or jam.
