The terror group supporter tweeted under the name @johnjihadiisis as he claimed a devastating atrocity would take place in London next week.
The horrific threat came just days after 129 people were killed and hundreds more injured in a series of attacks by ISIS militants across Paris last week.
Tweeting from a profile which has since been suspended, the threat read: "In the last week of November in London the blood will flow like a river we will kill all people like in PARIS. #ISIS"
The profile has yet to be confirmed as having links to ISIS and it is believed Twitter has deleted the account.
However, dozens have since tweeted about how "frightening" the threat is as they talked about being "scared" to go to the capital.
One Twitter user said: "I was due to go to a family event in central London on 29 November but then I heard about this and it has made me scared to go."
Another wrote: "What you all think is it true London will be hit in the last week of November ? We have to wait and see."
ISIS militants have claimed responsibility for the attacks in Paris
A Scotland Yard spokesman said they would not comment on specific threats, but said the commissioner had reassured people that the police and security services were working around the clock to keep London safe.
Commander Richard Walton, head of Scotland Yard's Counter-Terrorism Command, "London has faced down a succession of terrorist threats over the last 100 years or more - and the story of our great city includes endless accounts of resilience, resourcefulness and resolve."
He said: "My counter-terrorism officers, together with the rest of the Met, the intelligence services and other police forces are working tirelessly to prevent and, if necessary, prepare to confront any terrorist threat to those who live and work in London."

Cmdr Walton said: "If you see or hear something that gives you cause for concern, then please call us straight away. It may seem small to you, but it may be the missing piece of the jigsaw for us."
Meanwhile, the alleged mastermind behind the savage Paris attacks, 26-year-old Belgian terrorist Abdelhamid Abaaoud, was this week killed in a dramatic police standoff in an apartment in Paris.
During the raid his female cousin Hasna Ait Boulahcen, 26, fired an AK47 at police before blowing herself up with a suicide belt during the anti-terror operation.
Seven attackers died in the carnage at the weekend, while French police also made seven arrests in connection with the siege.
