TUE, 13 OCT, 2020 - 12:23 JAMEY KEATEN AND FRANK JORDANS, ASSOCIATED PRESS Governments across Europe are ratcheting up restrictions as the continent recorded its highest weekly number of new coronavirus cases since the start of the pandemic. The World Health Organisation (WHO) said there were more than 700,000 new Covid-19 cases reported in Europe last week, a jump of 34% compared to the previous week, with the UK, France, Russia and Spain accounting for more than half of new infections recorded in the region. The increasing case numbers in Europe are partly the result of more testing, but the UN health agency noted that deaths were also up 16% in the region last week compared to the previous week. Doctors are also warning that while many new cases currently affect younger people, who tend to have milder symptoms, the median age could rise again, resulting in more serious illnesses in elderly populations. Italian Prime Minister Giuseppe Conte ordered bans on sports games among friends and parties in closed spaces. Private gatherings at homes with more than six people who do not live together are also discouraged. Like other European countries, Italy is also limiting nightlife, with bars and restaurants having to close at midnight, and drinking while standing at a bar banned after 9pm. Italy made wearing masks mandatory outdoors last week, a requirement already in place in Spain, Turkey, India and a handful of other Asian countries. Elsewhere in Europe, such mandates are in effect in hotspot cities like Paris, Brussels and Pristina, Kosovo, and are being introduced in several German cities. Even with virus infections rising again, governments are eager to avoid the total lockdowns they imposed back then that caused huge economic damage and job losses. Wary of hurting already fragile economies, European governments have instead relied on a patchwork of regional restrictions that have sometimes caused confusion and frustration by those affected. Still, the UN health agency has cautioned against a one-size-fits-all mindset when it comes to restrictive measures. WHO spokesman Tarik Jasarevic told reporters in Geneva that lockdowns should be a “last resort”. Chancellor Angela Merkel has summoned the governors of Germany’s 16 states to meet in person for the first time since mid-June. Bavarian governor Markus Soeder called for “a really clear set of rules for everyone in the coming weeks” to prevent the situation spinning out of control. In an effort to keep people and goods moving throughout the European Union, member countries approved a traffic light system on Tuesday. The countries agreed to not restrict people travelling between so-called green areas – where virus infection numbers are low – but EU governments will continue to set their own restrictions, such as quarantines or mandatory testing upon arrival, for people coming from orange or red zones. Tim Hanlon Prime Minister Boris Johnson has announced a month-long national lockdown in England, as COVID-19 cases in the UK rose above one million. All but essential shops, along with pubs and restaurants will close from Thursday and people have also been told to stay at home and not meet up with friends and family. The big change from the spring lockdown is that schools and universities are to be kept open, and sporting events like the Premier League will continue. Johnson, who has previously not been keen on the "misery" of a new national lockdown, said the government had been forced into the move. "Unless we act we could see several thousand deaths a day in this country, a peak of mortality, alas, bigger than we saw in April," said Johnson. The lockdown comes after the government's scientific advisers said coronavirus infections were rising so fast that, unless the spread could be slowed, hospitals would be overwhelmed and their "reasonable worst case" scenario of 80,000 dead would be exceeded. Less than a week after coming out of lockdown, London may be about to enter another one (tier 3 restrictions are basically the same as a full lockdown) because of a rise in coronavirus cases. “The capital is now the second worst region in the country, just behind the West Midlands, with more than 15,000 people testing positive in the past week, a rate of 169.6 per 100,000 people, up from 150.9 a month ago,” reports the Telegraph. Responding to the numbers, Professor Paul Hunter at the University of East Anglia said: “There were more cases at the end of lockdown than at the start in London.” So what was the point of the lockdown? Despite the lockdown having achieved nothing but a rise in cases, Hunter advocated for another lockdown, asserting that London should be moved to tier 3. “He did not offer an explanation why the recent national lockdown had failed to affect the case numbers or why, despite this, subjecting the capital to additional restrictions would be a wise course of action,” reports LockdownSceptics.org. Speaking to Parliament on Wednesday, Health Secretary Matt Hancock said the rising Covid-19 cases numbers and hospitalisations “demonstrate the need to act where the virus is spreading.” Hancock announced that it had become necessary to expand the Tier 4 measures to a wider area, including the remaining parts of the South East of England, as well as large parts of the Midlands, north-east and south-west of the country. Tier 4 is the UK’s highest alert level for the pandemic and it means people should stay at home “unless you have a reasonable excuse.” Liverpool and North Yorkshire, among other areas, will also move up to Tier 3. The changes will be effective as of 00:01 local time on Thursday.
