Look up the sources that are used by health departments to justify their risk assessment metrics. Almost none of these health departments are using any peer reviewed sources for their risk assessment models since those sources don't exist lol! These health departments are committing scientific fraud which is then resulting in civil fraud (since decisions made by a given county or city with false pretext is the definition of civil fraud). So you can then contact the county civil attorney for [ Your county/city ] and told them that (the director of your countys Health Department) is currently engaged in scientific fraud and is using non-credible sources of information to construct a/their SarsCov2 risk assessment metrics which is resulting in the county committing civil fraud to the tune of millions of dollars and that his office needs to contact County director to verify that their sources are scientifically credible or else face potential legal prosecution.
These FACTS would get a county to sing like a song bird. Keep your phone on silent as they will be blowing up that phone to apologize and "explain their system" so You/people/victims don't SUE the shit out of your County and your city for gross negligence, civil fraud, etc. Eventually they will just stop talking/pushing this false Covid 19 and start backpedaling on all of their BS.
