It looks like some sort of sub-dermal collar. You can see it protruding out from around the whole length of her neck, like a bump sticking up but covered or slightly buried.

Then the “skin” is thinning out over it, like something gelatinous over an exoskeleton when it’s stretched in the wrong direction.
