'The challenges are serious because the air defense forces and means are the same as they were at the beginning of the war,' Ihnat said. Some air defense weaponry supplied by Western nations can only be used during daylight hours when targets are visible, he added. Russia has been using the drones increasingly in recent weeks, with 24 destroyed by Ukraine between September 30 and October 6, their MoD claimed. Ukrainians who have witnessed attacks by the drones say they make a recognisable noise, and have described them as sounding like 'motorbikes' in the air, while some soldiers have taken to calling it 'the flying lawnmower'. While the drones can be devastating to their targets, soldiers have said they are vulnerable to small arms fire. The General Staff of the Armed forces of Ukraine released a video showing a smoking wreckage that it claimed to be one of the drones. The post said it had been shot down by a machine gun. 'This is a primitive handmade product,' Yuriy Ignat, a spokesman for the Ukrainian Air Force, told Radio Free Europe (RFE) last week. Zelensky described the targeting of infrastructure as “another kind of Russian terrorist attack” and therefore there is “no space left for negotiations with Putin’s regime.” The increased targeting of Ukrainian infrastructure targets followed the truck bombing of the Kerch bridge that connects the Russian mainland with the Crimean peninsula, which Russia illegally annexed in 2014. The Russian government has characterised the bombing as a terror attack and claimed that the Ukrainian Defence Ministry was behind it. The response to the uptick in shelling from the West has been to pledge more air-defence systems with the hopes of being able to assist the Ukrainians shoot drones and missiles out of the sky. So far the United States, Germany, France and Spain have all said that they would be sending more weapons systems. With the slight exception of French President Emmanuel Macron, who despite pledging more weapons systems, has called for a return to negotiations and has played down the idea that France would enter into a nuclear exchange with Russia over Ukraine, there has seemingly been little appetite amongst Western leaders to push for peace talks. This in effect gives emergency and extraordinary powers to the heads of these regions, with the Associated Press noting that "additional emergency powers" have also been given to "the heads of all regions of Russia" - though it's unclear precisely what this means. The announcement comes the day after the Russian army said it is preparing to evacuate civilians from Kherson, which was the first Ukrainian city to fall to the invasion in February. "The entire administration is already moving today," Moscow-installed regional head Vladimir Saldo confirmed on Tuesday. This evacuation order is being widely seen as an admission that the Ukrainian counteroffensive threatening occupied Kherson is gaining rapid momentum, so the Russians could be preparing a massive "scorched earth" bombardment in response. Reports estimate that Russian front lines have been beaten back some 20 to 30 kilometers in the last few weeks alone, and Russian commanders are alarmed they could be backed up against the Dnieper River that bisects Ukraine. The Ukrainian government has rejected the martial law declaration as a "pseudo-legalization of looting of Ukrainians' property" and has long urged its citizens to not comply with Russian occupied administration directives.
