House Oversight Committee Chair James Comer Tells Janet Yellen to Turn Over All Suspicious Activity Reports Regarding the Bidens and Burisma

Now we’re talking. If Yellen doesn’t comply, Republicans should hold a press conference and ask why the administration is refusing to be transparent about this. However, the Biden administration has been resistant to transparency and generally slow-walks Comer’s requests or simply ignores them. On Wednesday, the Committee blasted off a letter to Treasury Secretary Janet Yellen demanding that her department provide “all suspicious activity reports (SARs) related to Burisma executives & entities to help further our investigation into the Biden bribery scheme.” They added, “The FBI sat on these allegations for years. We’re not.” From the letter: Dear Secretary Yellen: The Committee on Oversight and Accountability has reviewed government documents that allege President Biden, while serving as Vice President, solicited and received a bribe from a foreign source in return for certain actions. These allegations are consistent with the Committee’s ongoing investigation of the Biden family’s foreign business transactions—transactions that subpoenaed bank records have revealed allowed Biden family members and associates to profit over $10 million from foreign sources. The Committee seeks to craft legislative solutions aimed at deficiencies it has identified in the current legal framework regarding ethics laws and disclosure of financial interests related to the immediate family members of Vice Presidents and Presidents— deficiencies that may place American national security and interests at risk. Nine Times Joe Biden Denied Family Business Involvement Despite Mounting EvidenceWENDELL HUSEBØ 30 Jun 2023 President Joe Biden has denied his involvement in the Biden family business nine times over four years. While at least 23 instances of evidence directly contradict his claims, including but not limited to photos, texts, an audio recording, and IRS and former business partner whistleblower testimonies, Joe Biden remains steadfast in insisting that many established facts do not mean he was somehow involved in the family’s overseas business. The list of denials begins in 2019 when he ran for president. There is a three-year gap between his initial denials and recent repudiations, representing the establishment media’s failure to ask the president about the evidence that has been trickling into the public domain for years. After the most recent findings in May and June by the Republican-led Congress, the media took a more active role in reporting the family’s affairs. Yet its reporting pales in comparison to how the media covers alleged Republican wrongdoing. According to Media Research Center, fewer than 50 percent of CNN and MSNBC viewers know about key issues regarding the Biden family’s business. Below are the nine instances Joe Biden denied involvement: One: May 13, 2019 “We never once discussed it when he was there [Ukraine],” Biden told the Associated Press. “There’s not a single bit of evidence that’s been shown in any reporting that’s been done that he ever talked about it with me or asked any government official for a favor.” “All the reports indicated that not a single, solitary thing was inappropriate about what my son did. He never talked to me. He never talked to anybody in the administration,” Biden added. Two: August 28, 2019 “Never discussed with my son or my brother or anyone else anything to do with their businesses. Period, ” Joe Biden said. Three: September 19, 2019 “I’ve never spoken to my son about his overseas business dealings. Here’s what I know — I know Trump deserves to be investigated,” he said. “You should be looking at Trump. Trump’s doing this because he knows I’ll beat him like a drum.” Four: October 4, 2019 “Yes, I stand by that statement,” Joe Biden replied when a reporter asked him in Los Angeles about his previous denials. Five: October 22, 2020 “I have not taken a penny from any foreign source, ever, in my life,” Biden said, referring to Hunter Biden’s role on the board of the Ukrainian energy company during a presidential debate. “Nothing was unethical.” “My son has not made money from China. The only guy who has made money from China was this guy,” he said about Donald Trump. Six: June 8, 2023 Joe Biden mockingly called the House GOP revelation that he accepted a $5 million bribe from a Ukrainian energy company “malarkey.” Seven: June 14, 2023 Joe Biden dismissed a question about the alleged audio tapes by breaking his stride, turning, grinning, and slowly shaking his head while walking away. Eight: June 26, 2023 After hosting an event in the East Room at the White House about the nation’s economic challenges, Fox News’ Jacqui Heinrich asked President Joe Biden, “Did you lie about never speaking to Hunter about his business deals?” “No,” Joe Biden replied. Nine: June 28, 2023 While speaking outside the White House, reporters swarmed the president with questions about his involvement with the family business in response to whistleblower testimony to Congress that his name was thrown around in his son’s deals. “How involved were you in your son’s Chinese shake-down text message? Hunter Biden Lawyer Abbe Lowell Denies Joe Biden Was With Hunter in WhatsApp Text, Attacks IRS Whistleblowers in Letter to Ways and Means Chairman Jason Smith

The letter comes after the committee released (following a party line vote) transcripts and evidence provided by the whistleblowers last week. The transcripts and evidence contain stunning allegations of criminality by Hunter and Joe Biden as well as accusations of obstruction and sabotage of the investigation by officials with the Justice Department. The WhatsApp text dated July 30,2017 that was obtained by the IRS from Hunter’s Apple iCloud account reads, “I am sitting here with my father and we would like to understand why the commitment made has not been fulfilled. Tell the director that I would like to resolve this now before it gets out of hand, and now means tonight. And, Z, if I get a call or text from anyone involved in this other than you, Zhang, or the chairman, I will make certain that between the man sitting next to me and every person he knows and my ability to forever hold a grudge that you will regret not following my direction. I am sitting here waiting for the call with my father.” Lowell responded: “… The facts, which some media has now reported, are that President Biden and our client were not together that day, the company being referenced was not CEFC but Harvest Financial Group (with a person who also had the initial “Z”), and that no transaction actually occurred…” Lowell took direct aim at whistleblower Gary Shapley, a senior IRS investigator who has gone public with his allegations against Hunter Biden and the DOJ. Since taking the majority in 2023, various leaders of the House and its committees have discarded the established protocols of Congress, rules of conduct, and even the law in what can only be called an obsession with attacking the Biden family. Your recent actions and joint statement with Chairmen Comer and Jordan make clear that you have joined this ignoble group, adopting their irresponsible tactics as your own. In fact, yesterday’s press release by the three of you seeking the testimony of a dozen law enforcement personnel based on the unsworn and slanted statements of the IRS agents is now the proverbial card castle—something that looks real but has no foundation. Releasing the transcripts of and exhibits from interviews of self-styled IRS “whistleblowers” who may be claiming that title in an attempt to evade their own misconduct was an obvious ploy to feed the misinformation campaign to harm our client, Hunter Biden, as a vehicle to attack his father. It is no secret these interviews were orchestrated recitations of mischaracterized and incomplete “facts” by disgruntled agents who believed they knew better than the federal prosecutors who had all the evidence as they conducted their five-year investigation of Mr. Biden. Let me be specific: (a) your release of material violated the spirit, if not the letter, of the tax laws and federal rules governing investigations; (b) your attempt to protect the IRS agents was a transparent effort to provide cover to those with a bias and an axe to grind so deep and sharp as to have allowed them to avoid answering for their own conduct under oath; and (c) you then choreographed the dissemination of incomplete half-truths, distortions, and totally unnecessary details about Mr. Biden. …Now that these shortcomings have been noticed, will the Committee follow up now and ask everyone who came or comes forward and claims the title of “whistleblower” to answer those questions? In that regard, it was more than a little odd for Mr. Shapley to start his interview by declaring “[t]here is no reward for me becoming a whistleblower” and to conclude his interview by thanking the Committee and saying: “Just thanks for listening. My life’s on the line here, so do what you can?” Mr. Shapley may be reaping the “reward” from the cover you have given him considering the penalties for agents illegally leaking this type of information. And how could Mr. Shapley’s life “be on the line” (e.g., was he suggesting someone in the U.S. Attorney’s Office in Delaware or elsewhere was threatening him physically? If so, wouldn’t intimidation or threats to a federal agent be ripe for inquiry by the Committee?). Perhaps, Mr. Shapley was referring to his status in some investigation of his own conduct, and his plea to have your Committee “do what you can” was to help him in that regard. In one excerpt that has now gotten a great deal of media attention, Mr. Biden is alleged to have been sitting next to his father on July 30, 2017, when he allegedly sent a WhatsApp message, urging the completion of some business transaction. See Shapley Tr. at 14. The inference is that the referenced message was being sent to an official of CEFC (China Energy) to forward a false narrative about the Bidens’ involvement in that company. The facts, which some media has now reported, are that President Biden and our client were not together that day, the company being referenced was not CEFC but Harvest Financial Group (with a person who also had the initial “Z”), and that no transaction actually occurred. More important, your own actions call into question the authenticity of that communication and your subsequent use of it. The agent only described one message, but you took that purported text and disseminated images of it on June 22 and June 24 in two Twitter postings. The screen-grab images you posted are not real and contain myriad of issues: both include a photo of Mr. Biden not from 2017 but from the White House Easter Eggroll in April 2022 (long after the purported message was sent); both images portray the message in a blue bubble, when WhatsApp messages are in green; one image super-imposed the Chinese flag for the contact ID, when surely that was not how a text or contact was kept; and one purports to be a screenshot with the “. . .” of someone composing a text (as in Apple’s iMessage) when that does not happen on WhatsApp. In short, the images you circulated online are complete fakes. Many media articles confirm that data purported to have come from Mr. Biden’s devices has been altered or manipulated. You, or someone else, did that again. All of the misstatements about this communication and your use of a false text are good examples of how providing one-sided, untested, and slanted information leads to improper conclusions. Referenced tweets by Rep. Smith: …Furthermore, various statements by the agents demonstrate either a misunderstanding by the agents or, worse, a purposeful attempt to create a false narrative. These include the red-herring issue of appointing the U.S. Attorney in Delaware to be a special counsel when for all intents and purposes the delegation to that U.S. Attorney was as great as that which a special counsel would receive; that prosecutors “let” statutes of limitations expire rather than deciding that a charge was not supported for a year in which a statute of limitations running was irrelevant; implying that the October 7, 2022, meeting in Delaware of prosecutors and agents was somehow the agents’ doing when it is clear from the chronology that it was called the day after a destructive media leak by some agent, likely made with the intent to pressure some inappropriate decision in the investigation; that the agents knew better than the lawyers as to whether an attorney-client privilege review of material was required; or that a Tax Division memorandum recommended some type of charge(s) when the agent admits he never saw it. Chairman Smith, it is easy when a committee does not operate with fairness and thoroughness and an adherence to rules and procedures to forward a false political narrative. You have done that, and it appears that you (joined now by other Republican chairs who have also been shown to shoot first—sometimes at their own feet—and aim second) will continue to do that. We can only hope that the specious methods you are using, some of which are laid out in this letter, will inform the public of the right way things should be done. Second Hunter Biden Lawyer Doesn’t Deny WhatsApp Texts Are His
WENDELL HUSEBØ 30 Jun 2023 Hunter Biden lawyer Abbe Lowell, who represents high-profile individuals engulfed in political scandals, issued a letter Friday on behalf of the president’s son that did not deny the contents of the WhatsApp IRS whistleblower-revealed texts to be his client’s. The failure to outright refute the contents of the text messages sent from Hunter Biden is the second case in two weeks from two different lawyers. Last week, a WhatsApp text surfaced showing Hunter Biden demanded payment in 2017 from a CCP-linked businessman while “sitting” next to his dad was indeed Hunter’s message. A second text showed Hunter Biden asking a second CEFC business associate, Gongwen “Kevin” Dong, for $10 million, noting the Biden family is best at “doing exactly what the chairman wants.” Lowell’s letter to members of the congressional House committee did not deny the words in the texts were Hunter Biden’s, although he said the graphics of text screenshots were “fakes.” Lowell wrote, “In short, the images you circulated online are complete fakes,” without denying the contents of messages to CCP-linked individuals. He also said House Ways and Means Committee Chair Jason Smith making public the IRS whistleblower transcripts was “feed[ing] the misinformation campaign to harm our client … as a vehicle to attack his father.” “Your attempt to protect the IRS agents was a transparent effort to provide cover to those with a bias and an axe to grind so deep and sharp as to have allowed them to avoid answering for their own conduct under oath,” he said. In addition, Lowell claimed the whistleblowers disclosed information to Congress “in an attempt to evade their own misconduct,” alleging Smith violated federal laws in disclosing the IRS agents’ statements. The letter comes after Hunter Biden’s attorney, Chris Clark, who leads his criminal defense, admitted the first 2017 WhatsApp text demanding money from a CCP-linked businessman while “sitting” next to his dad was indeed Hunter’s message. “The DOJ investigation covered a period which was a time of turmoil and addiction for my client,” he wrote. “Any verifiable words or actions of my client in the midst of a horrible addiction are solely his own and have no connection to anyone in his family.” Clark’s statement came on the same day that Breitbart News reported the Biden family business received $5.1 million within ten days of Hunter Biden’s first message to a CCP-linked businessman who worked with Chinese energy conglomerate CEFC Energy, according to the 2020 Senate report on the Biden family. link

A 19-Point Time Line of Joe Biden’s Infamous Links to the Family Business
WENDELL HUSEBØ 1 Jul 2023 Although Joe Biden has personally denied involvement in his family’s international business scheme nine times, a time line of events suggests Joe Biden not only is linked to the family’s affairs but is a key member of an “organized crime” operation, as House Oversight Committee Chair James Comer (R-KY) termed it. Comer recently identified “six specific policy decisions” that Joe Biden made that indicate he could be “compromised.” “Where is the money?” Biden responded in June when asked about his ties to the business. He later said he was joking. “It’s a bunch of malarkey.” The following 19-point time line lays out the data points obtained from whistleblowers, the “Laptop from Hell,” James Comer, Sen. Chuck Grassley (R-IA), and the Senate 2020 report on the family. One: In 2013, Hunter flew to China with Vice President Joe Biden aboard Air Force Two. During the excursion, Hunter introduced the vice president to his business partner Jonathan Li, the CEO of a company linked to Chinese intelligence. Ten days after the visit to China, Hunter secured a ten percent interest in BHR Partners, a Chinese state-backed investment fund co-founded with Li. The fund’s capitalization was $1 billion. The Bank of China, a state-owned bank, controls BHR Partners. BHR Partners’ website boasts 15 billion RMB (renmibi, the official Chinese currency) in various portfolio companies, translating to more than two billion U.S. dollars. Hunter Biden held a ten percent interest in BHR with the entity Skaneateles LLC. He controlled Skaneateles, according to Chinese public records from Baidu, as the sole governor until its dissolution in September 2021, a Washington, DC, registration indicated. Documents obtained by Breitbart News, first revealed by the nonprofit Marco Polo, show the control of Skaneateles LLC is held by Kevin Morris, Hunter Biden’s top attorney, who also paid Hunter Biden’s IRS debts. Two: Photos from 2014 reveal Joe Biden met with Hunter’s Mexican business associates, billionaire Miguel Alemán Velasco and his son Miguel Aleman Magnani, in the vice president’s office. “The then-vice president also flew Hunter and his partner Jeff Cooper on Air Force 2 to Mexico City in 2016 where Hunter arranged to meet Alemán’s son for meetings over a ‘flippin gigantic’ business deal,” the Daily Mail reported. Three: In 2016, Hunter and Joe Biden flew aboard Air Force Two to Mexico, where Hunter met with a business associate from Mexico City. On the trip, Jeff Cooper, who ran a large litigation firm, SimmonsCooper, invested $1 million in Hunter and James Biden’s now-defunct hedge fund. The New York Post reported: SimmonsCooper also put up $1 million in investment capital for Hunter and his uncle Jim [James] Biden’s abortive attempt to run a hedge fund in 2009. When the venture ended, the Bidens returned the money. Cooper joined the VP’s entourage on Air Force Two to Mexico in 2016, when he and Hunter were trying to negotiate an ill-fated petroleum deal with Aleman Magnani. At 6 p.m. on Feb. 24, 2016, about an hour after “wheels up” from Joint Base Andrews on the five-hour flight to Mexico City, Hunter wrote a plaintive email to Aleman Magnani using Air Force Two’s secure, high-speed satellite communications channel. He blind-copied Cooper. Four: A photo reportedly taken in 2014 shows Joe Biden golfing with Hunter and Devon Archer, Hunter’s fellow board member at the Ukrainian gas company Burisma. Archer, who was imprisoned for fraud, is in talks to comply with the House Oversight Committee’s subpoena regarding his knowledge of the Biden family’s alleged $10 million Ukraine “bribe” and additional Biden family business transactions. “The photograph includes a fourth man who has not been identified. However, he is not Burisma’s top executive Taras Burdeinyi or founder Mykola Zlochevsky. Photographs of both men can be seen here and here,” Reuters reported. Five: In 2015, Burisma was under suspicion of money laundering and public corruption. Prosecutor Victor Shokin was investigating the case before his termination due to pressure applied by then-Vice President Joe Biden, who threatened to withhold $1 billion in U.S. aid from Ukraine if the Ukrainian government did not fire Shokin. Joe Biden later bragged about the firing during a 2018 appearance at the Council of Foreign Relations. “I said, ‘I’m telling you, you’re not getting the billion dollars.’ I said, ‘You’re not getting the billion. I’m going to be leaving here in,’ I think it was about six hours,” Biden told the audience. “I looked at them and said, ‘I’m leaving in six hours. If the prosecutor is not fired, you’re not getting the money.’ Well, son of a bitch. He got fired.” Six: An FBI informant claims to possess two pieces of evidence that show Joe Biden received $5 million after threatening to withhold aid to Ukraine until Shokin was fired, House Oversight Committee Republicans told reporters after reviewing the bureau’s informant file. Seven: In 2015, the day after Joe and Hunter Biden met with foreign business partners at Cafe Milano, one of the men emailed Hunter Biden his thanks for the “opportunity to meet your father.” The New York Post reported: The never-before-revealed meeting is mentioned in a message of appreciation that Vadym Pozharskyi, an adviser to the board of Burisma, allegedly sent Hunter Biden on April 17, 2015, about a year after Hunter joined the Burisma board at a reported salary of up to $50,000 a month. “Dear Hunter, thank you for inviting me to DC and giving an opportunity to meet your father and spent [sic] some time together. It’s realty [sic] an honor and pleasure,” the email reads. An earlier email from May 2014 also shows Pozharskyi, reportedly Burisma’s No. 3 executive, asking Hunter for “advice on how you could use your influence” on the company’s behalf. Eight: Hunter and Joe Biden allegedly “coerced” a Burisma executive into paying them $10 million in bribes, a source familiar with the FBI’s informant document confirmed to Breitbart News. According to Grassley, the FBI informant document said the founder of Burisma, Mykola Zlochevsky, who allegedly paid Joe Biden and his son Hunter Biden, kept 17 audio recordings of his conversations with them as an “insurance policy.” Nine: In 2015, Hunter and Joe Biden met with business associates from Ukraine, Russia, and Kazakhstan at a popular Washington, DC, restaurant. Joe Biden was then vice president. The New York Post reported: Online photos of the interior of Cafe Milano match the background of the shot that shows the Bidens smiling while flanked by Kazakhstani oligarch Kenes Rakishev and Karim Massimov, a former prime minister of Kazakhstan. Ten: In 2017, Joe Biden penned a college recommendation letter for a child of Hunter’s Chinese business partner, Jonathan Li, with whom Joe Biden met in China. Eleven: In 2017, Hunter Biden stated in an email that Joe Biden was one of his “new office mates” after he “went into business with the CEFC executive,” according to the Washington Post. Hunter also made a key for Joe Biden to use at the House of Sweden in Georgetown. Hunter Biden appeared to cancel his lease with the House of Sweden in 2018 after the CEFC energy deal failed in 2017. The Biden family had previously negotiated a deal with CEFC whereby Joe Biden (Big Guy) would receive a ten percent equity stake in the joint venture, Hunter’s former business partner Tony Bobulinski. Twelve: In 2017, whistleblower Tony Bobulinski, one of Hunter Biden’s many business partners, twice met with Joe Biden to discuss a business deal in China. “I directly dealt with the Biden family, including Joe Biden,” Bobulinski stated. After Bobulinski dined with former Vice President Joe Biden, his brother Jim Biden, and Hunter to discuss their deal in China, Bobulinski messaged James, telling him to “thank Joe for his time.” Thirteen: Between 2009 and 2017, Hunter’s business partner, Eric Schwerin, met with Vice President Joe Biden at the White House 19 times, White House visitor logs obtained by the New York Post revealed. Schwerin was the president of the infamous but now-dissolved investment fund Rosemont Seneca Partners. Fourteen: In 2017, Hunter Biden demanded payment from CCP-linked Chinese businessman Raymond Zhao, while Joe Biden was “sitting next to” him, according to a screenshot of a WhatsApp message from an IRS whistleblower. “I am sitting here with my father and we would like to understand why the commitment made has not been fulfilled,” the screen capture shows. “Tell the director that I would like to resolve this now before it gets out of hand, and now means tonight.” The captured transcript of the call continues: And, Z, if I get a call or text from anyone involved in this other than you, Zhang, or the chairman, I will make certain that between the man sitting next to me and every person he knows and my ability to forever hold a grudge that you will regret not following my direction. Fifteen: Just days after demanding to be paid by a CEFC associate in a WhatsApp text with Joe Biden “sitting” next to him, Hunter Biden asked a second CEFC business associate, Gongwen “Kevin” Dong, for $10 million in another WhatsApp text, noting the Biden family is best at “doing exactly what the chairman wants.” In a message dated August 3, 2017, Hunter Biden told Kevin he wanted to quit squabbling “over peanuts” and settle on a firm deal by putting “this to bed tonight … and get to work. I am tired of this Kevin. I can make $5M in salary at any law firm in America.” “Very simple,” Hunter wrote. “10 M per annum budget to use to further the interest of the JV. This move to 5M is completely new to me and is not acceptable obviously.” “If you think this is about money it’s not,” Hunter added. “The Bidens are the best I know at doing exactly what the chairman wants from this partnership … let’s not quibble over peanuts.” Chris Clark, Hunter Biden’s attorney, admitted the 2017 WhatsApp text demanding money from a CCP-linked businessman while “sitting next to” his dad was indeed Hunter’s message. “The DOJ investigation covered a period which was a time of turmoil and addiction for my client,” he wrote. “Any verifiable words or actions of my client in the midst of a horrible addiction are solely his own and have no connection to anyone in his family.” Sixteen: In 2018, two years after Joe and Hunter Biden flew to Mexico to meet with Cooper, Hunter texted Cooper about a deal he had in the works with a business partner named Slim, the New York Post reported. “Spoke to my dad about ‘Slim ask,’” Hunter said to Cooper. “Oh that sounds SO F’ING GOOD,” Cooper responded. Seventeen: In 2018, Joe Biden called Hunter Biden and left a voicemail about a business deal with the Chinese energy company CEFC. The voicemail revealed the Biden family’s concern that sensitive information was included in a New York Times article about Hunter Biden’s involvement with CEFC’s chairman Ye Jianming. “Hey pal, it’s Dad. It’s 8:15 on Wednesday night. If you get a chance just give me a call. Nothing urgent. I just wanted to talk to you,” Joe Biden said. “I thought the article released online, it’s going to be printed tomorrow in the Times, was good. I think you’re clear. 'Bank Records Don't Lie': GOP Reps Have Uncovered 'More Disturbing Findings' in Hunter Biden Case

People make a big issue out of taxes. People cheat on their taxes all the time, but it’s hard to cheat on bank records,” Comer added. The Kentucky Republican said his committee is also seeking documents from the Treasury Department regarding bank violations that may shed further light on bribery allegations centered on Joe Biden. Last month, the FBI permitted members of the Oversight Committee to review an FD-1023 form dated concerning a claim that Biden engaged in criminal misconduct while serving as President Barack Obama’s vice president. The document was generated based on an interview with a “highly credible” source, who alleged that Joe and Hunter Biden received $5 million each from Ukrainian energy company Burisma as part of a bribery scheme. Comer explained that the investigation is entering the deposition phase, starting with former Hunter Biden business partner Devon Archer. “We have a list of who’s who that were involved in the Biden organization that we plan on deposing throughout the summer,” Comer announced. Comer also discussed the investigation in a Fox News interview on Tuesday, saying Hunter Biden was clearly the one designated to take the rap if something went wrong. “What [is] becoming more evident every day: Joe Biden did use Hunter to be the fall guy in case anything happened,” Comer said. “And he’s always told his son, according to everyone that we’ve interviewed who had anything to do with the Biden family influence peddling, that ‘Don’t worry, son, you’re a Biden and I’ll keep you out of trouble.’ And thus far, he’s been able to do that,” he added. Hunter Biden entered a plea agreement with federal prosecutors last month on tax evasion and illegal gun possession charges. U.S. Attorney David Weiss recommended probation for failure to pay more than $100,000 in taxes in 2017 and 2018. The maximum punishment for the misdemeanor tax evasion charges is a $25,000 fine and one year in prison, according to Roll Call. The court filing also said Hunter Biden entered a pretrial diversion agreement to resolve a charge of possession of a gun by a drug user or drug addict. The New York Times reported that under the deal, the president’s son must be drug-free for two years and agree to never own a gun again. Comer commented on Tuesday, “Joe Biden is the real bad guy here. Lindsey Graham (R-SC) on Monday, Weiss said Graham’s questions about the FBI FD-1023 form relate to an ongoing investigation, and as such, that prevents him from answering the senator’s questions. “Your questions about allegations contained in an FBI FD-1023 Form relate to an ongoing investigation,” Weiss wrote. “As such, I cannot comment on them at this time.” Weiss’s response appears to correspond with his original statement about Hunter Biden’s plea deal. Weiss said in June the investigation into Hunter Biden was ongoing, despite the deal. However, Hunter Biden’s lawyer, Chris Clark, appeared to have a different understanding of the case’s status. “With the announcement of two agreements between my client, Hunter Biden, and the United States Attorney’s Office for the District of Delaware, it is my understanding that the five-year investigation into Hunter is resolved,” he said shortly after Weiss announced the deal. As House Republicans dig, here's what we know of Hunter Biden's business web
by Sarah Bedford, Investigative Reporter | July 12, 2023 05:04 AM House Republicans may soon release more evidence of alleged influence peddling involving the Biden family and their business associates, adding to the findings they’ve uncovered over the past several months. House Oversight Committee members are sifting through new bank records related to the complicated web of accounts, companies, and business partners that Hunter Biden, the president’s brother James Biden, and other members of the Biden family used to collect millions of dollars from foreign entities starting when Joe Biden was vice president. And while congressional investigators have not yet compiled all of their latest findings, the bank records could shed more light on the payments from Chinese, Ukrainian, Romanian, and other foreign companies that close Biden associates collected and then doled out to the Biden family in smaller increments. Those arrangements often shielded Hunter Biden and other family members from taking money directly from the foreign actors. House Oversight Committee Chairman James Comer (R-KY) last week teased “disturbing findings” in the Biden case that his committee would release as soon as this week, although that timeline is likely to be pushed back. John Robinson “Rob” Walker, James Gilliar, and Devon Archer are three of the Biden associates likely to face even more scrutiny from congressional investigators focused on bank records. Among the bank records that Comer requested directly from Bank of America were those involving Walker, a close business associate of the president’s son. Comer’s committee also sent subpoenas for records to JPMorgan Chase, HSBC, and Cathay Bank, likely seeking transactions involving the more than a dozen shell companies used by the Biden family and their associates to filter foreign money. Lawmakers already have evidence that Walker’s company paid more than $2 million to Biden family members from 2015 to 2017, after receiving millions from a Chinese energy company to which Hunter Biden has multiple ties, as well as from a Romanian company. State Energy HK Limited, a Chinese company, paid Walker $3 million in March 2017, bank records show. Walker later disseminated a third of that money to Biden family members, including Hallie Biden, the widow of President Joe Biden’s late son Beau, James Biden, and Hunter Biden. Gilliar, a frequent business partner of Hunter Biden’s from that time, also got a third of the money. Hunter Biden’s spokesperson later defended the payments as “seed funds” from the work with Walker, although that does not explain why Gilliar received his cut all in one chunk and the Biden family took theirs over two months through smaller transactions with multiple shell companies and accounts. Oversight Committee investigators have focused on another set of payments from Walker to Biden family members that occurred while Joe Biden was vice president. In 2015, a Romanian company believed to belong to Gabriel Popoviciu, a wealthy businessman under investigation for corruption, paid Walker’s company $3 million. Hunter Biden, according to a review of emails found on his abandoned laptop, actively worked to help Popoviciu avoid prosecution. According to one email chain from May 2016, for example, Hunter Biden discussed with Walker and Gilliar which powerful friends they should call to help argue that Popoviciu was facing “injustice” at the hands of Romanian investigators. On emails involving Walker, Gilliar, Hunter Biden, and another lawyer working with them, the lawyer boasted that U.S. Embassy officials had “primed this for us” as they sought to set up a meeting with Romania’s anti-corruption unit on behalf of Popoviciu. After deliberating about whether to proceed with the delicate meeting with anti-corruption officials, the lawyer later emailed Walker, Gilliar, and Hunter Biden to note that the U.S. ambassador to Romania had “called me to discuss a development that is best relayed over phone. Can we connect either tonight or first thing tomorrow? Bottom line is that we should proceed with requesting the meeting.” While the meeting did not appear to have taken place, the exchanges show how Hunter Biden’s business associates worked their connections to Obama administration officials to help Popoviciu as he faced an indictment. Then-Vice President Joe Biden had traveled to Romania and spoken out forcefully against corruption in Romania while his son performed the work, for which he did not register as a foreign agent. Walker ultimately paid Hunter Biden, James Biden, and Gilliar cuts of the money Popoviciu’s company had given directly to him, again wiring the Biden family’s share through a maze of accounts. Oversight Committee Republicans wrote in a May memo that the Romanian episode was one of several examples that have made them “concerned about the Biden family’s pattern of courting business in regions of the world in which the then Vice President had an outsize role and influenced U.S. policy.” Another, and perhaps the highest profile, has involved Hunter Biden’s work for the Ukrainian energy company Burisma. Like in other foreign consulting deals, Hunter Biden did not register as a foreign agent, and instead of taking his money from Burisma directly, he took it in the form of a loan from a company owned by Archer, another close business partner. That arrangement came to light through testimony provided by an IRS whistleblower to the House Ways and Means Committee. Republicans have grown increasingly frustrated that the Justice Department has done so little to investigate the type of activity that has landed other people behind bars. The House GOP has publicized these findings after having subpoena power for just over six months; the FBI and IRS have had five years to investigate Hunter Biden and have thus far produced only a lenient plea deal for misdemeanor tax charges that have little to do with the most substantive allegations against the president’s son. This week, the Justice Department indicted a witness who said he had intimate knowledge of illegal conduct involving the Hunter Biden business web, in part for doing something identical to what Hunter Biden is accused of doing. Gal Luft, a think tank owner, faced charges for failing to register as a foreign lobbyist for work he did on behalf of a Chinese energy company, CEFC, to which Hunter Biden also has significant business ties. In addition to bank records, Comer has also pressed the Treasury Department for suspicious activity reports related to payments sent to Biden family members and their associates. Federal law requires banks to flag transactions over $5,000 that raise red flags, such as transfers that involve complex networks of accounts or payments involving unusually large sums of money. Hunter Biden's Chinese Partners Recruited Ex-CIA Director To Do Beijing's Bidding
Chuck Ross July 11, 2023 A Chinese energy conglomerate linked to Joe and Hunter Biden allegedly recruited former president Bill Clinton’s CIA director to do Beijing’s bidding, raising questions about what the firm sought from the Biden family. According to federal prosecutors, CEFC China Energy funded a scheme to "recruit" former CIA director James Woolsey to pen articles for Chinese state-run media that promoted Chinese government initiatives. Prosecutors allege that CEFC China Energy ran the operation through Gal Luft, the co-director of a think tank Woolsey founded. Luft is charged with failing to register as a foreign agent for "work related to Chinese foreign principals." Luft, a dual Israeli and American citizen, disclosed earlier this year that he was under investigation, but claimed he was targeted because he provided the FBI with information about Hunter Biden’s work for CEFC China Energy in 2019. The allegation that CEFC China Energy targeted a top American intelligence official for an influence operation is certain to add intrigue to the company’s dealings with the Biden family. The family's links to CEFC China Energy drew the attention of the Justice Department’s and FBI’s counterintelligence investigators, according to IRS whistleblower Gary Shapley, who led the agency’s tax fraud investigation of Hunter Biden. Republicans have asserted that the family’s work with CEFC China Energy "posed counterintelligence and extortion concerns," in part because of CEFC China Energy’s alleged ties to Chinese military intelligence. In some ways, CEFC China Energy’s approach to Biden is similar to its outreach to Luft. Prosecutors allege that Patrick Ho, a CEFC China Energy executive and leader of the company’s China Energy Fund Committee think tank, gave $350,000 to Luft’s think tank in 2015. The following year, Ho asked Luft to "recruit and ‘educate’" Woolsey so that he "would make public statements…which were in the interest of China." According to prosecutors, Luft wrote articles under Woolsey’s name for Chinese state media outlets that promoted China’s Belt and Road Initiative, the massive infrastructure project that Beijing has used to gain influence in foreign countries. CEFC China Energy paid Woolsey $6,000 per month, according to the indictment. CEFC China Energy also made its first outreach to Hunter Biden in 2015, when his father was vice president. The father of a classmate of Hunter Biden’s daughter contacted Hunter Biden in October 2015, offering to facilitate a donation from CEFC China to a charity where Hunter Biden served as a director. The man, Scott Oh, also asked to discuss "investment opportunities" and "invitations for the B’s to speak in China," an apparent reference to the Biden family. Weeks later, former United Nations official Vuk Jeremic, who served as a consultant for CEFC China Energy, contacted Hunter Biden to arrange a meeting with the company. It is unclear what transpired between CEFC China Energy and the Bidens until 2017, when Hunter Biden formally struck a lucrative consulting deal with the company. The exact nature of Hunter Biden’s work for CEFC China Energy has remained a mystery. He discussed potential energy mergers for CEFC China Energy and energy companies in Louisiana, but those deals fizzled. The company paid Hunter Biden $5 million from August 2017 through May 2018, according to bank records. There is evidence that Joe Biden was involved in his son’s dealings with CEFC China Energy. Rob Walker, a longtime Biden family friend, told the FBI in December 2020 that Joe and Hunter Biden attended a meeting with CEFC China Energy officials at the Four Seasons in Washington, D.C. And Tony Bobulinski, a former Hunter Biden partner, has released text messages that indicate he met with Joe Biden in May 2017 to discuss a venture with CEFC China Energy. Hunter Biden invoked his father in a threatening text message to CEFC China Energy executives on July 30, 2017, demanding payment as part of their business arrangement. The company wired Hunter Biden $100,000 days later, and would send him millions of dollars more over the ensuing months. In September 2017, Hunter Biden asked the building manager for his Washington, D.C., office to make a set of keys for his father and CEFC China executives, referring to them all as "office mates." CEFC China Energy also paid Hunter Biden another $1 million to provide legal services to Patrick Ho, the CEFC China Energy executive who worked closely with Luft. Ho, who is described as Luft’s "co-conspirator" throughout the latest indictment, was indicted in November 2017 for attempting to bribe two African officials to purchase oil rights on behalf of CEFC China Energy. Ho’s meetings with the African officials were arranged by Vuk Jeremic, the CEFC China Energy consultant who contacted Hunter Biden about working with the firm in late 2015. House Republicans have sought interviews with Jeremic, a former Serbian foreign minister, but he has declined the request. The indictment provides other details about CEFC China Energy’s ties to the Chinese government, and covert activities aimed at helping Beijing. According to prosecutors, Luft claimed that CEFC China Energy chairman Ye Jinming "has very close relations with President Xi Jinping." Hunter Biden met Ye numerous times, including at Ye’s house in Miami in February 2017, where Ye gave him an $80,000 diamond. Hunter Biden wrote a letter to Ye on June 1, 2017, offering "best wishes from my family and I." "We are all hoping to see you here again soon, or in Shanghai," Biden wrote. He also touted "top relationships we have with the leaders both politically and economically in countries you are interested in expanding into." Hunter Biden seemingly acknowledged concerns that CEFC China Energy was linked to the Chinese government. He referred to Patrick Ho as the "flippen spy chief of China" in audio recordings in 2018. In May 2017 text messages, Hunter Biden said that he wanted to avoid registering work for CEFC China Energy under the Foreign Agents Registration Act, the same law that Luft is now accused of violating. WEDNESDAY, JUL 19, 2023 - 11:15 PM Authored by Katabella Roberts via The Epoch Times A former FBI supervisory special agent has allegedly confirmed key portions of an IRS whistleblower’s testimony that President Joe Biden’s son, Hunter Biden, received preferential treatment during an investigation into felony tax crimes, according to the House Oversight Committee. “Today, a former FBI supervisory special agent assigned to the FBI’s Wilmington office and the Biden criminal investigation confirmed key portions of the IRS whistleblower’s testimony,” committee Chairman James Comer (R-Ky.) said in a July 17 statement. Mr. Comer did not reveal the identity of the former FBI agent. He further claimed that the night before the interview of Hunter Biden, “both Secret Service headquarters and the Biden transition team were tipped off about the planned interview.” “On the day of the Hunter Biden interview, federal agents were told to stand by and could not approach Hunter Biden—they had to wait for his call. As a result of the change in plans, IRS and FBI criminal investigators never got to interview Hunter Biden as part of the investigation,” he continued. The Epoch Times has contacted the White House for comment. Mr. Biden’s son has been under federal investigation for alleged tax fraud since 2018. According to prosecutors, he received more than $1.5 million in taxable income in 2017 and more than $1.5 million more in 2018 and was required by law to pay more than $100,000 in income tax for his earnings each of those years but failed to pay the tax. ‘Obvious Conflicts of Interest’ Mr. Comer’s statement comes after Gary Shapley, an IRS supervisory special agent, earlier this year claimed that the Department of Justice and the Delaware U.S. Attorney’s Office interfered in the investigation into the younger Mr. Biden in an attempt to delay the probe. According to Mr. Shapley, the DOJ provided the younger Mr. Biden with preferential treatment, “slow-walked the investigation,” and “did nothing to avoid obvious conflicts of interest in this investigation.” The former IRS agent additionally told prosecutors that the case into Hunter Biden had been “handled differently than any investigation” he’d ever been part of in his 14 years of service to the IRS and that some aspects of the case appeared to be influenced by politics. Another whistleblower, a criminal investigator with the IRS identified only as Whistleblower X, has made similar claims. The DOJ has denied any interference in the investigation into Hunter Biden. Meanwhile, Mr. Biden has denied any wrongdoing on behalf of his family or himself. Hunter Biden agreed to plead guilty to two counts of willful failure to pay federal income tax in a deal with the U.S. government in June, according to a letter from U.S. Attorney David Weiss to the U.S. court in Delaware. The agreement to plead guilty meant he avoided prosecution on a separate gun charge. He is set to appear in court on July 26. Chuck Grassley Reaches Limit, Releases FBI Document on Biden’s Bribery Scheme

Chuck Grassley (R-IA) has released an unclassified FBI-generated record describing an alleged criminal scheme involving then-Vice President Joe Biden and a Ukrainian business executive. Grassley acquired the record, an FD-1023, via legally protected disclosures by Justice Department whistleblowers. Grassley said: “For the better part of a year, I’ve been pushing the Justice Department and FBI to provide details on its handling of very significant allegations from a trusted FBI informant implicating then-Vice President Biden in a criminal bribery scheme. “While the FBI sought to obfuscate and redact, the American people can now read this document for themselves, without the filter of politicians or bureaucrats, thanks to brave and heroic whistleblowers. “What did the Justice Department and FBI do with the detailed information in the document? “And why have they tried to conceal it from Congress and the American people for so long? “The Justice Department and FBI have failed to come clean, but Chairman Comer and I intend to find out.” House Committee on Oversight and Accountability Chairman James Comer (R-KY) said: “The FBI’s Biden Bribery Record tracks closely with the evidence uncovered by the Oversight Committee’s Biden family influence-peddling investigation. “In the FBI’s record, the Burisma executive claims that he didn’t pay the ‘big guy’ directly but that he used several bank accounts to conceal the money. “That sounds an awful lot like how the Bidens conduct business: using multiple bank accounts to hide the source and total amount of the money. “At our hearing with IRS whistleblowers, they testified that they had never seen or heard of this record during the Biden criminal investigation, despite having potentially corroborating evidence. “Given the misconduct and politicization at the Department of Justice, the American people must be able to read this record for themselves. “I thank Senator Grassley for providing much-needed transparency to the American people. “We must hold the Department of Justice accountable for seeking to bury this record to protect the Bidens.” According to Fox News: The source reported to the FBI that “in late 2015 or 2016, during the Obama/Biden Administration, CHS was first introduced to officials at Ukraine natural gas business Burisma Holdings through [redacted] Oleksandr Ostapenko.” The form reflects that there is an additional FD-1023 detailing information brought by the source dated Jan. 2, 2018. “CHS and Ostapenko traveled to Ukraine and went to Burisma’s office…the purpose of the meeting was to discuss Burisma’s interest in purchasing a US-based oil and gas business, for purposes of merging it with Burisma for purposes of conducting an IPO in the US,” the form states. “Burisma was willing to purchase a US-based entity for $20-$30 million.” The form states that the CHS attended that meeting, as well as Burisma’s CFO Vadim Pojarski and Karina Zlochevsky, the daughter of CEO and founder Mykola Zlochevsky. link

FBI Informant Form: ‘Don’t Worry Hunter Will Take Care of All of Those Issues Through His Dad’
WENDELL HUSEBØ 20 Jul 2023 An FBI informant form released by Sen. Chuck Grassley (R-IA) revealed Mykola Zlochevsky, the founder of Burisma Holdings, expected Hunter and then-Vice President Joe Biden to take care of his legal issues. The form alleges, in general, that Joe Biden and Hunter Biden each received $5 million from Zlochevsky after Joe Biden threatened to withhold aid to Ukraine until President Petro Poroshenko fired a prosecutor investigating Burisma. The form shows the FBI informant suggesting to Zlochevsky that his legal troubles with the prosecutor would go away because of his relationship with the Bidens. The form reads in part: CHS recalled this meeting took place around the time Joe Biden made a public statement about (former) Ukraine Prosecutor General Viktor Shokin being corrupt, and that he should be fired/removed from office. CHS told Zlochevsky that due to Shokin’s investigation into Burisma, which was made public at this time, it would have a substantial negative impact on Burisma’s prospective IPO [initial public offering] in the United States. Zlochevsky replied something to the effect of, “Don’t worry Hunter will take care of all of those issues through his dad.” CHS did not ask any further questions about what that specifically meant. The document shows the informant disagreed with Zlochevsky’s use of the Bidens. But Zlochevsky allegedly responded that he bribed Hunter and Joe Biden $5 million each to end the legal issues: CHS suggested it would best if Burisma simply litigate the matter in Ukraine, and pay some attorney $50,000. Zlochevsky said he/Burisma would likely lose the trial because he could not show that Burisma was innocent; Zlochevsky also laughed at CHS’s number of $50,000 (not because of the small amount, but because the number contained a “5” and said that “it costs (million) to pay one Biden, and 5 (million) to another Biden”). CHS noted that at this time, it was unclear to CHS whether these alleged payments were already made. CHS reiterated CHS’s opinion that Zlochevsky was making a mistake and he should fire Hunter Biden and deal with Shokin’s investigation directly so that the matter will remain an issue in Ukraine, and not turn into some international matter. Despite Hunter’s lack of experience in Ukraine or the energy sector, he was paid $83,000 per month by the energy company — or $1 million per year — just weeks after his father was announced as the “point man” on U.S. foreign policy toward Ukraine. In 2016, Zlochevsky was under suspicion of money laundering and public corruption related to Burisma. Ukrainian Prosecutor Victor Shokin investigated the case before his termination due to pressure applied by Joe Biden, who threatened to withhold $1 billion in U.S. aid from Ukraine if the Ukrainian government did not fire Shokin. Joe Biden bragged about the firing in 2018 at the Council on Foreign Relations. “I said, ‘I’m telling you, you’re not getting the billion dollars.’ I said, ‘You’re not getting the billion. I’m going to be leaving here in, I think it was about six hours,’” Biden told the audience. “I looked at them and said, ‘I’m leaving in six hours. Grassley Releases FBI Document Showing Joe Biden Was Involved in $10 Million Bribery Scheme with Burisma Executive – Biden FORCED Oligarch to Pay Up!

The FD-1023 form alleged then-Vice President Joe Biden FORCED Zlochevsky, a Ukrainian oligarch, to pay himself and his son Hunter Biden a total of $10 million. According to the document, Biden’s bribery arrangement was described as “poluchili,” which is Russian crime slang for being “forced or coerced to pay.” Per the FD-1023: According to the FBI’s confidential human source, executives for Burisma, a Ukrainian gas company, brought Hunter Biden on the board to “protect us through his dad, from all kinds of problems.” At the time, Burisma was seeking to do business in the United States, but was facing a corruption investigation in Ukraine, led by then-Ukraine Prosecutor General Viktor Shokin. Regarding that investigation’s impact on its ambitions in North America, Burisma CEO Mykola Zlochevsky reportedly said, “Don’t worry Hunter will take care of all of those issues through his dad.” Zlochevsky reportedly stated that he had to pay $5 million to Hunter Biden and $5 million to Joe Biden, an arrangement he described as ‘poluchili,’ which is Russian crime slang for being “forced or coerced to pay,” according to the document. Also, according to the document, Zlochevsky claims to have text messages and recordings that show he was FORCED to pay the Bidens to ensure Ukrainian Prosecutor General Viktor Shokin was fired. Viktor Shokin Zlochevsky also retained two documents, presumably financial records, as evidence of the arrangement, according to the document. Per the FD-1023: Zlochevsky claimed to have many text messages and recordings that show that he was coerced into paying the Bidens to ensure Shokin was fired. Specifically, he claimed to have two recordings with Joe Biden and 15 recordings with Hunter Biden. Zlochevsky also retained two documents, presumably financial records, as evidence of the arrangement, but said he didn’t send any funds directly to the “Big Guy,” a term understood to be a reference to Joe Biden. References to the “Big Guy” surfaced in communications involving other Biden family business arrangements independent of the Burisma arrangement. Zlochevsky claimed it would take investigators 10 years to uncover the illicit payments to the Bidens, according to the document. Bombshell FBI Report: 'It Would Take Them 10 Years to Find Records' of Burisma Payments to Bidens

Chuck Grassley released an FBI document containing detailed information about Hunter Biden’s allegedly corrupt business dealings with the Ukrainian energy company Burisma. The source of the allegations, who remains anonymous, said he worked directly with Burisma and had inside knowledge of a bribery scheme involving Hunter and his father, then-Vice President Joe Biden. One of the many allegations made in the document stems from a conversation the confidential human source said he had had with Burisma CEO Mykola Zlochevsky in 2019. “CHS mentioned Zlochevsky might have difficulty explaining suspicious wire transfers that may evidence any (illicit) payments to the Bidens,” the document claims. The source said Zlochevsky waved away the concern, explaining that he “did not send any funds directly to the ‘Big Guy‘ (which CHS understood was a reference to Joe Biden).” Zlochevsky allegedly declared that “it would take them (investigators) 10 years to find the records (i.e. illicit payments to Joe Biden).” The source told the FBI that “it is very common for business men in post-Soviet countries to brag or show-off. Additionally, it is extremely common for businesses in Russia and Ukraine to make ‘bribe’ payments to various government officials.” In this case, it seems as if Zlochevsky did both. The CHS alleged that Joe and Hunter Biden were paid $5 million each to ensure the firing of a Ukrainian prosecutor who had been investigating Burisma. It is hard to overstate just how damming an accusation this is. For years, Biden has claimed that he had no knowledge of his son’s activities in Ukraine. But here we have an anonymous source who claimed to have worked with Burisma saying that the company was sending illicit payments to both father and son. If these allegations are true, they should absolutely ruin Biden’s reputation and his presidency. The bombshell FBI document could be a huge step toward getting the answers about Hunter Biden’s business dealings that we deserve. Americans need to know if their president was engaged in corruption. link
